The Commission has proposed a new instrument, the European Neighbourhood and Partnership Instrument (ENPI) to operate from 2007 onwards. It will support cross-border and regional co-operation along the EU's eastern and southern border. By funding such co-operation through a single instrument, the Commission intends to address the limitations of the current Neighbourhood Programmes and allow for multi-annual co-operation programmes between Member States on internal borders. The objectives of this project are : - to involve MEDA partner countries in the preparation process of the ENPI CBC programmes in close coordination with the Joint Managing Authorities (JMA). - To contribute to the overall analysis of the targeted CBC regions and identify the related needs. - To ensure the active involvement of the MEDA partner countries in defining the specific objectives and activities to be addressed under the programmes (possibly including support to projects already identified at the programme level) in line with the four overall objectives as defined in the Strategy Paper
