The Pluriannual Program is one of the EC actions, regarding democracy development and consolidation, the state of right, the respect of human rights and the main freedoms. The general objective is to help promoting and spreading the knowledge of human rights, main freedoms, and the tools to guarantee them, making democracy values and tolerance popular. The Program represents the attempt to create spaces of radical action enhancing peoples’ participation in the democratic life and the creation of consent spaces.The evaluation will be the institutional record of how the organizations that make up the Consortium of each country program and regional program, work. The institutional record evaluates the interventions of Consortiums with the associated organizations of the civil society, public authorities and other sectors of the country to produce the impact of the main themes of democratic life on people, with the intention to create a coherent movement of national interventions.Involved countries: Costa Rica, El Salvador, Honduras, Guatemala, Nicaragua and Panama
