Moving toward the management decentralization of cooperation in favour of the beneficiary countries, the European Commission signed a Financial Agreement in July 2002 that aims at the capacity strengthening of cooperation setting of the Administration of the Ivory Coast.The overall objective of the mission is to improve the efficiency of the commission aid and the cooperation management through the services of the National Authorizing Office, allowing it to take fully his responsibilities as provided by the Cotonou Agreement.The specific objectives are to strengthen the National Authorizing Office and the technical ministry services capacity of programming the cooperation with the Commission, as well to carry out and manage relevant projects/programs in accordance to the Financing Agreements.The mission also aims at improving the accounting and financing management of financial aids, projects/programs according to FED rules and standards in order to harmonize the management tools of the National Authorizing Office with those of the European Commission.
