The overall objective of the project is to strengthen the mechanisms of respect of human rights, of peoples’ involvement in the democratic governability, with particular care to the areas with high incidence of human right violation.The mission objective is to support the formulation of a creation project of 11 human right observatories and a network connecting them eachother with those already existing, as well as to strengthen the different observatories. Moreover, by means of the institutional strengthening of the National Office of Human Rights, the observatories will be supported to improve the dialogue and cooperation mechanisms between the National Governement and the local authorities.The mission aims to prepare a formulation proposal of the programme within the politic and institutional context, defining the content of a paper of identification that in general will summarize the objectives, descibe the activities and prepare the methodology.The feasibility study will provide the responsible authorities of the Republic of Argentina and the European Commission with all the information necessary to justify the approval, review or rejection of the proposed project, in relation with its financing and accomplishment.
