The project is finalized to provide the Pristina Operational Centre of the European Agency for Reconstruction with a full fledged design of two projects with the goal to increase the capacity of the Ministry of Local Government and the Association of Kosovo Municipalities. The expert is expected 1. to produce a feasibility study on the intended projects, 2. prepare full terms of references for each contract for the mentioned projects for inclusion in the Agency’s procurement procedures, 3. to undertake a workshop attended by all relevant stakeholders, in which PCM techniques are to be used to determine the objectives, scope and mandate of the proposed project. The Consultant is requested to use the “Project Cycle Management” (PCM) methodology in the development of the terms of reference with emphasis on relevance, efficiency, effectiveness, impact and operational and financial sustainability of the technical assistance (TA).
