Assessment/Formulation mission on decentralisation in Lao PDR

The objective of the study is to assist the European Commission and the Government of Lao PDR in the preparation of the first WG meeting. The expert is expected to undertake research on the country’s ongoing decentralization process and to come up with a concept paper for possible EC intervention in the sector in the future. In particular, he will analyze literature on decentralization in Laos including official decentralization documents (among others the draft decentralization decree) and the ongoing Saravane decentralization project supported by UNDP. He will come up with recommendations on how best the EC could jointly support the Saravane project or any other Government initiative in the sector. Consequently, this recommendation will be presented to GOL by EC and further discussed in the WG meeting.
