The global objective is to prepare a project on the fight against corruption, financial and economic crime for inclusion in the 2005 Annual Programme of the European Agency for Reconstruction in Pristina, Kosovo.· To proceed with a needs assessment and feasibility study examining the state of play of existing institutions and policies; to provide recommendations where to best target EC/EAR assistance;· To proceed with stakeholder discussions as to identify the most urgent needs in the field of fights against corruption and financial and economic crime;· To draw up of a CARDS 2005 project to address the fight against corruption and financial and economic crime in Kosovo. The project fiche shall fulfill the substantial, budgetary and formal requirements of the European Agency for Reconstruction. The Consultant is requested to use the “Project Cycle Management” (PCM) methodology in the development of the terms of reference with emphasis on: relevance; efficiency; effectiveness; impact and operational and financial sustainability of the technical assistance (TA).
