The overall objective of this study is to assess how future EAR assistance can best be utilized in the area of visa, asylum and migration in Serbia and Montenegro in 2005 and 2006.In order to ensure an orderly, phased and meaningful implementation of an EU funded program in this area it may be necessary to envision tri-partite agreements so responsibilities and obligations of the authorities on both State Union and Republican levels are clearly defined and delineated. The study should include draft Memorandum(a) of Understanding to facilitate this objective. The specific objective is to asses the current situation with regard to the status of the visa, migration and asylum legislation process and in particular to asses how EU funds can best facilitate progress in this area in 2005 and 2006; all in line with the European Union standards and best practices in order to strengthen Serbia and Montenegro’s capacity to formulate and implement a strategy for visa, migration and asylum.
