The needs of the nation as a whole that can be addressed through the improvement of the rule of law must be given utmost attention in the design of the new Programme. The Programme to be designed by the Team of Experts should seek to respond to the needs of Malawi’s most vulnerable citizens. Legal empowerment has a central role to play in achieving the goal of economic empowerment. Justice is a fundamental precondition for poverty reduction and economic growth. Poor economic governance and accountability represent Malawi’s principal challenges. Interventions in the 2nd phase of the Programme should be aimed at increasing administrative efficiency and the promotion of a stronger voice for civil society and political participation.The new programme should put stronger emphasis on policy-directed, evidence-based decision-making, backed by data collection and information dissemination initiatives. The design of Phase II will have to take other Projects into consideration and focus on complementary development themes, avoiding overlap and respecting the absorption capacity in participating institutions that cooperate with several Donors.
