The wider objective is to formulate a programme for the European Agency for Reconstruction which addresses the needs of Roma in general and the needs of IDPs/DPs in particular, and which recommends specific projects for the Agency’s implementing partners to set in place. The specific objectives are:· To suggest possible new projects which address the needs of the Roma community and Roma IDPs/DPs in the areas of literacy, VET, income generation and shelter solutions.· To suggest mechanisms to co-ordinate the Roma IDP/DP projects with the overall policy on IDPs of the government of Serbia and the policy on DPs of the government of Montenegro and which complement the activities of other donors· For those Roma IDPs who wish to return to place of origin, to suggest means of including the Roma in the broader framework of return to Kosovo· To quantify the demand for integration in SCG and the demand for return to Kosovo
