The Commissariat for Refugees and IDPs was formed in 1992 following the outbreak of armed conflicts in the former Yugoslavia and the need to provide help to refugees, most of whom were ethnic Serbs. The project is aimed is to define the programme for specialist support and the most appropriate mechanisms of assistance to the Commissariats and the Coordination Centre to build in-house capacity, develop organisational capability in dealing with refugee and IDP issues and to suggest effective lines of co-operation and co-ordination with other actors including other governments, donors, international agencies and NGOs
