The project is aimed at realising a feasibility study, whose overall objectives are:- Formulate a sustainable multi-sectoral/multi-disciplinary institutional arrangement for a functional and proactive Palestinian response to the “Food Security challenge”, from planning to implementation, monitoring and strategy refinement- Identify the institutional capacity building needs of the government in the centre, and its partners in the governorates and below for the government to be effective, in order for appropriate food security measures to be locally-conceived and adequately implemented, country-wide- Devise detailed Terms of Reference (using EC’s standard document) for the tendering of the Institutional Strengthening component forecasted on the new financial assistance package
