The purpose of the ExM is to collect factual information to assess whether an EU Election Observation Mission (EOM) to Malawi would be useful, advisable and feasible. In particular, the ExM is charged of assessing the pre-election situation in the light of international standards and relevant legislation in Malawi, to advise on whether or not the present situation can be conducive to democratic elections.
