The programme “Strengthening Local Government in Mpumalanga and Limpopo Provinces” is intends to assist municipalities through capacity building and infrastructure improvements in these two provinces.The global objective of the project is to contribute to the institutional capacity of local governments in these two Provinces.The specific objective of this intervention is to develop a set of draft by-laws suitable for use as a template by the district and local municipalities in the study area.The assignment is regarded as the first phase of a medium-term intervention which, ultimately, would result in the promulgation of new by-laws for municipalities in the subject area that have not yet responded to legislation promulgated during the past 10 years.
