-The specific objectives: To allow EC projects to continue to operate in areas affected by the Maoist insurgency and by security measures applied by the national authorities. To contain the disruptive effects of the conflict, and to reduce the support-base of the insurgents by addressing some of the underlying issues that feed the conflict;To identify best practice in providing development assistance in conflict areas, and to ensure that this is reflected in the design of future EC projects;The project is targetted at the populations served by EC projects. in particular in Western Nepal. Secondary target groups, to be addressed if feasible, include populations in the Eastern Terai served by EC projects and civil society groups in the Kathmandu valley
