The overall objective of the assignment is to provide a solid baseline of flood risk information and data to support both the Government of Sierra Leone and Local Authorities of the seven secondary cities plan and build more resilient and sustainable cities for the future. To achieve this, the assignment will develop flood risk assessments and flood risk management plans for the secondary cities of: Makeni, Kenema, Bo, Koidu, Waterloo, Port Loko and Bonthe. These city specific flood management plans will:
- Deliver flood hazard mapping that will identify flood plains and flood prone areas that will provide city councils with an evidence base for planning considerations, including specific recommendations for precise demarcation of no-build, protected areas to allow room for the natural processes of flooding and reduce flooding elsewhere.
- Support a strategic approach to flood risk management, ensuring the full range of potential interventions are considered.
- Identify other specific water retention and absorption interventions that will not only reduce flood risk but will provide multiple benefits including water resource, environmental and social improvements.
- Identify targeted structural drainage interventions that would help manage flood risk and would complement the natural flood plain approach to reduce specific flood risk.
- Provide more detailed flood risk information around the central markets of Makeni and Kenema, that would inform the design of any market upgrading that would take place
