Bosnia and Herzegovina (BiH) has been supported by the European Union via financial Instrument for Pre-Accession Assistance (IPA) since 2007. The Technical Assistance provides support to National IPA Coordinator (NIPAC) in the programming exercise of IPA II, including the preparation of the project proposals in the format required by IPA II and, as required, Sector Planning Documents (SPDs). The SPDs for the period 2018-2020 have been prepared for the following sectors: Democracy and Governance; Rule of Law and Fundamental Rights; Environment, Climate Action and Energy; Transport; Competitiveness, Innovation, Agriculture and Rural Development; Education Employment and Social Policy. So far, Bosnia and Herzegovina has completed the national IPA programming for the IPA 2014-2018 national programs. The programming of Annual Action IPA 2019 and IPA 2020 programmes was initiated in the end of September 2018, while the formal discussion on priorities and sectors, based on the SPDs, to be supported under the aforementioned programmes, took place between EC and BiH stakeholders in the end of November 2018 during the EC programming mission to BiH. The NIPAC required Technical assistance to support the programming process for IPA 2019 and IPA 2020, namely, for the prepartionof respective Actions Documents (Ads). |
Therefore, the Global objective of this project is to enable efficient and effective planning and programming of IPA II assistance for BiH in accordance to cross-cutting objectives of the EC. Specific objective is to support NIPAC and its partner institutions (primarily the respective line/sector coordinating institutions –SCIs and Sector Working Groups -SWGs) in programming actions under IPA 2019 and IPA 2020 programmes.
