The EU Policy Framework on Support to Transitional Justice identifies five key objectives: 1) ending impunity; 2) providing recognition and redress to victims; 3) fostering trust; 4) strengthening the rule of law; and 5) contributing to reconciliation. The EU policy puts a strong emphasis on the need for locally owned processes, which are victim centred, inclusive and gender sensitive.

The Instrument contributing to Stability and Peace foresees 'support for the development of democratic, pluralistic State institutions, including measures to enhance the role of women in such institutions, effective civilian administration and civilian oversight over the security system, as well as measures to strengthen the capacity of law-enforcement and judicial authorities. and support for international criminal tribunals and ad hoc national tribunals, truth and reconciliation commissions, and mechanisms for the legal settlement of human rights claims and the assertion and adjudication of property rights, established in accordance with international standards in the fields of human rights and the rule of law'. Stakeholders are:

  • National authorities such as ministries, judiciary institutions;
  • Victims’ groups and civil society actors in conflict;
  • traditional authorities;
  • Perpetrators of violence;
  • Regional or international stakeholders,
  • Diplomatic missions, regional governments and organisations, donors and project implementers.

This evaluation consists of a sector evaluation: the sector evaluation assesses IcSP support to transitional justice as identified and defined in the EU Policy Framework on Support to Transitional Justice.

The main objectives of the evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider public with:

  1. an overall independent assessment of the past performance of the IcSP support to transitional justice related actions (projects and programmes);
  2. Key lessons and recommendations in order to improve current and future actions.
