The Regional Development and Protection Programme (RDPP) in Ethiopia is financed under the EU Trust Fund with a total budget of EUR 30 Million over a period 48 months. RDPP Ethiopia is managed by the EU Delegation to Ethiopia in its capacity of Contracting Authority and rolled out together with The Netherlands in its role as lead country of the RDPP Horn of Africa.

The overall objective of RDPP Ethiopia is to create evidence-based, innovative and sustainable development and protection solutions for refugees and their host communities in Ethiopia, hence providing alternatives to irregular primary and secondary movements.

The specific objectives are the following:

  1. To create greater social cohesion through improved access to integrated basic service delivery for Eritrean and Somali refugees (in and out of camps) and their host communities;
  2. To improve livelihoods and employment opportunities for Eritrean and Somali refugees (in and out of camps) and their host communities;
  3. To enhance protection, where needs are identified, of Eritrean and Somali refugees (in and out of camps) and host communities, with a particular focus on vulnerable groups;
  4. To strengthen capacities of local authorities and multi-stakeholder coordination platforms.

The general objective of the Mid Term Evaluation is to evaluate if the RDPP has implemented an integrated approach with innovative solutions in terms of protection and sustainable development for refugees and host communities, providing alternatives to irregular primary and secondary movements.

The main users of this evaluation are the EU Delegation to Ethiopia, the EU Trust Fund team in Brussels, the implementing partners and other relevant stakeholders, including Ethiopian authorities at federal and regional level.
