The European Commission defines a gender analysis as the study of differences in the conditions, needs, participation rates, access to resources and development, control of assets, decision-making powers, etc. between girls/women and boys/men in their assigned gender roles.

The government of Ghana has expressed a strong commitment to addressing domestic violence, maternal mortality, and other relevant gender issues including low representation and participation of women in decision-making, lack of gender parity in education, detrimental cultural practices such as early, forced marriage and pregnancy, etc. A comprehensive gender analysis undertaken is needed for a detailed description of the country’s progress in pivotal areas. It also aims at providing a means to assess the efficacy of EU-funded activities related to each of these areas.

The overall objective of the assignment is to provide an understanding on whether gender inequalities persist in Ghana and its causes, how it intersects with other inequalities, how it impacts on human rights enjoyment and/or benefits produced by and access to development efforts as well as an understanding of partner governments’ commitment and capacity to work on Gender Equality and Women’s Empowerment - GEWE issues.

The specific objective is to prepare a Gender Country Profile for Ghana, aiming at providing information, which the EUD and EU Member States may use to (i) prepare gender-sensitive development response strategies, programmes and projects to be implemented by EU and its Member States, as well as (ii) to contribute to political dialogue.
