The Cross-cutting Strategy for Public Administration Reform (PAR) 2015-2020 was adopted in April 2015, addressing the key reform challenges. The sector coordination for PAR takes place in the framework of the Integrated Policy Management Group (IPMG) for Good Governance and Public Administration. IPMGs present a new approach to guide policy development, strategy implementation and monitoring through strengthened sector and donor coordination. The IPMG system aims to provide the Strategic Planning Committee (SPC) and other high-level government committees with the necessary recommendations for key policy decisions affecting those sectors deemed as priority and which require cross-ministerial cooperation. Under IPA 2015, a Sector Reform Contract for PAR (SRC PAR) of 32 m EUR is currently under implementation. It consists of a Budget Support component of 28 m EUR and 4 m EUR of technical assistance, including targeted support at local level, monitoring, audit and communication. The overall objective of the SRC PAR is to assist the Government of Albania in implementing the PAR Strategy and to support Albania in moving closer to the principles of Public Administration and European good administration practices in view of EU membership. The specific objective is to assess the state of play of the implementation of the public administration reform with a view of the EU Sector reform contract including institutional set ups and re-assess the verification indicators for the purpose of disbursements of tranches under the Sector Reform Contract for PAR (SRC PAR) under IPA 2015.
