Since the dawn of democracy, South Africa has made considerable progress towards the attainment of gender equality, being a signatory of various international and regional human rights agreements that promote gender equality.

The European Union Delegation to South Africa is currently supporting few projects implemented by civil society organizations, which focus on strengthening prevention and services for survivors of violence. South Africa Multi-Annual Indicative Programme (MIP) for 2014-2020 focuses development cooperation on three main sectors: employment creation; education, training and innovation; and building a capable and developmental state. Gender is mainstreamed throughout the MIP as a cross cutting issue. EU Delegation to South Africa and the National Treasury are looking to design a bilateral programme to improve Gender Equality and Women Empowerment (GEWE) in South Africa.

The overall objective of the assignment is to assist the EU Delegation to South Africa in the preparation of a Programme to promote Gender Equality and Women Empowerment through building capacities of government and civil society.

The specific objectives are to design the EU Programme on Gender Equality and Women Empowerment, (identification phase) and, at the formulation phase, taking in to account the preliminary work that has been done by the EU Delegation to South Africa, the Government of SA and the Civil Society sector.

A provisional EUR 10 million has been allocated to the programme. The new programme focuses State and Civil Society capacities to address Gender Equality and Women empowerment, including gender based violence.

The consultants provide technical assistance to design the identification and formulation fiches and all the annexes based on the needs expressed by the specific government departments and other stakeholders.
