The 10th EDF Empowerment of Non State Actors Programme is being implemented through two components which each focus on a few sectors in priority areas of cooperation:

Component 1: Non-Governmental Organisation (NGO) Empowerment aims at enhancing structural dialogue between Government and the NGO Sector, strengthening the operational and financial framework in government for the attribution and administration of public funds to NGOs, as well as capacitating NGOs and strengthen coordination and cooperation mechanisms among NGOs.

Component 2: Support to the Private Sector Development Strategy is implemented in partnership with the Centre for Development of Enterprise and focused on strengthening capacity and competitiveness of SMMEs and Community Based Organisations; enhancing service delivery of targeted private sector support organisations, and improving business environment.

The evaluation concerns only component 1.

Component 1 of the programme focuses on providing capacity building support to NGOs through studies, training and grants. Three expected results are:

1. Structural dialogue between Government and the NGO sector is enhanced through the implementation of the national NGO Policy;
2. Operational and financial framework in the Government for the administration of public funds to NGOs is strengthened and;
3. NGOs are capacitated and coordination mechanisms among NSA strengthened in priority sectors.

The evaluated period is December 2012 - December 2017.
