The overall objective of the project of which this mission is a part is to ensure incorporation of EU standards and best practices within the new Justice Reform Strategy and  establishment of relevant implementation mechanisms to ensure strong control the implementation of the justice Reform, including assistance to finalise and support the implementation of the next  Justice Reform Strategy's Action Plan for Armenia and  outline the further EU assistance project, as well as establish an evidence-based system that takes into consideration findings and recommendations of previous EU projects and assessments - such as query of public opinion, peer review or judicial scoreboard, analysis of statistical data and researches - for the development and monitoring of justice reform measures, activities and implementation progress throughout the project life circle and beyond.

The project is also supporting the Ministry of Justice, Judiciary (including self-governing bodies), civil society organizations engaged in the justice reform process and other interlocutors (Stakeholders) in progress monitoring of the sector benchmarks/ conditionality and present to the Ministry of Justice (the main beneficiary) recommendations for implementation of ongoing reforms, as well as for the continuation of the reform process. Such recommendations take into account modernization and reform activities carried out so far, as well as the institutional capacity and capability of institutional bodies of the Republic of Armenia to implement reforms. The specific objectives are:

  1. To assist stakeholders in improvement and implementation of the new Justice Reform Strategy's Action Plan, ensuring proper implementation of Justice Reform in line with EU values.
  2. To foster the improvement in justice reform planning and monitoring, as well as the cooperation between justice institutions and the civil society, ensuring Reliable control over the reform's implementation and evidence based policy decisions which will allow planning and implementing a bigger support project.
  3. To assist the national Stakeholders and the EU Delegation in designing a potential future EU support in the sector and propose options for delivery and implementation methods.
