The justice sector has constituted a priority of EU-Lebanon cooperation over the past years. The EU funded "Modernisation of the Lebanese Justice - ENPI/2008/019-622" program (2010-17; 10 M€) is articulated around several components, including inter alia a) the automation of operations and procedures of the judicial, administrative and special courts; b) the provision of training for judges, court clerks, recorders, bailiffs and other staff; c) actions aimed to enhance access to justice.

This program was formulated following the Lebanese government's expressed willingness to strengthen the capacity of the judiciary to perform their tasks in a more effective, efficient, transparent and accountable manner. Five contracts under this program were committed:

  1. “Courts Automation Design and provision of software applications and supervision of Automation infrastructure requirements for the Lebanese Ministry of Justice”, implemented by INTERTECH GROUP SAL;
  2. “Install and Setup of Data Center, Backup/Disaster Recovery Center, Telecommunication, Network Infrastructure and Related Equipment for the Automation of Courts at the Ministry of Justice”, implemented by DATA CONSULT SAL;
  3. “Capacity Building of the Lebanese judiciary”, implemented by JUSTICE COOPERATION INTERNATIONALE GIP;
  4. “Data Center and Infrastructure Technical Specifications Preparation”, implemented by ASTEC GLOBAL CONSULTANCY LIMITED;
  5. “Towards improving Access to Justice by enhancing transparency and efficiency in the administration of justice”, implemented by UNDP.

The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider public with:

  • an overall independent assessment of the past performance of the programme "Modernisation of the Lebanese Justice", paying particular attention to its intermediate results measured against its objectives;
  • key lessons and recommendations in order to improve current and future Actions.

The main users of this evaluation are EU Delegation to Lebanon, DG NEAR, the Ministry of Justice, the Office of the Minister of State for Administrative Reform, and CSOs actively involved in justice reform actions
