The Participatory Initiative for Social Accountability (PISA) is a joint action funded by the European Union under the 11th European Development Fund (EDF) with Lesotho and the German Federal Ministry for Economic Cooperation and Development (BMZ) through its regional programme “Peace, Security and Good Governance in the SADC region”, of which PISA is a country component. PISA in its first phase has a period of three years (June 2016 to May 2019). PISA is a Government programme with the role to inform citizens, promote their public participation and organize fair and constructive dialogue between citizens and state representatives.

It aims at contributing to an open democracy in Lesotho, where citizens know, demand and exercise their rights and responsibilities, and in which government representatives supply accountability and transparency. PISA is based on a broad social accountability-framework that consists of three results areas: Civic Education (Result 1), Citizen-State Dialogue (Result 2), and Participatory Local Government (Result 3).
