In 1983 Togo ratified the Convention for the Elimination of All Forms of Discrimination against Women (CEDAW) and, in October 2005, the Protocol to the African Charter on Human and Peoples' Rights concerning Women's Rights.

However, Togolese women continue to face several discriminations and violations of their rights in all areas: legal, economic, political, socio-cultural. Gender-based violence is also deeply entrenched and widespread (including sexual and physical violence, early and forced marriage, etc.)

The general objective is to improve the information on gender equality in Togo and evaluate its consideration in development policies in order to support the Government of Togo and the European Union to integrate the questions of gender equality into development programs and projects.

The Specific Objectives are:

• To elaborate an analysis on gender equality in Togo presenting in a concise and statistically-based manner the state of play of gender equality and women's empowerment, as well as existing gaps, both at institutional level response and rights acquired by women. In particular, the analysis is focused on the following sectors: Civil Society, Water and Sanitation, Justice, Decentralization, Civil Status, (as defined in the Indicative Cooperation Program Government of Togo-EU) and Social Protection;
• Develop recommendations for the identification of a SMART indicators goals for each thematic priority;
• Develop recommendations for the identification of gender equality indicators for future projects.
