The Civil Society Organizations Support Program (PAOSC II) funded from the resources of the 10th EDF and those of other contributing countries (Canada, Denmark, Sweden, Switzerland) is part of a social and political context characterized by a long tradition of active engagement and exercise of citizenship of Malian civil society in the management of public space.

The Civil Society Organizations Support Program (PAOSC II) started in November 2011. The Financing Agreement was signed on November 23, 2011; the deadline for entering into contracts and program specifications is 22 November 2014; the operational implementation on March 23, 2017.

The overall objective of the program is to improve and develop the policies of the Government and its Financial and Technical Partners (TFP) in order to meet the needs of the population, especially the most vulnerable groups.

The specific objective of the program is to strengthen the Malian CSOs for an inclusive participation in the democratic processes, in the state reform and decentralization, and to learn how play their roles as actors of development and social change. The three expected results were:

  1. The competence of CSOs (gender balance m/w) in political dialogue, policy analysis, studies, advocacy and citizen control as well as internal governance is strengthened and continuative;
  2. Malian CSOs (Gender balance m/w) performs quality actions in terms of political dialogue, policy analysis, studies, advocacy and citizen control in their fields of action;
  3. The consultation, intra and inter-CSO, (gender balance m/w) is efficient the information is shared, the experiences are exchanged and the activities are coordinated.

The main objectives of the evaluation were to present to the relevant external cooperation services of the European Union and other contributing countries (Canada, Denmark, Sweden, Switzerland), the Government of Mali, the CSOs of Mali and other stakeholders in the field:

  • an independent and comprehensive assessment of the results of the Civil Society Organizations Support Program II (PAOSCII) intervention, with particular reference to the program's results in relation to its objectives;
  • main lessons of the intervention and recommendations to improve ongoing measures and future actions for CSOs;
  • future possibilities in order to strength a sustainable support fund for CSOs;
  • The main lessons and recommendations should be used by the various actors and stakeholders in the sector, in order to integrate themselves in future projects and programs for the support of the civil society in Mali
