The “Central African Republic National Recovery and Peacebuilding Plan 2017-21” (RCPCA) has been prepared by the Central African Government with the support of the United Nations, the European Union and the World Bank. It was validated in October 2016 and presented at the Brussels Partner Conference in November 2016.

The goal of the RCPCA is "to create the bases for sustainable and inclusive economic and social development, particularly through the restoration and extension of the State throughout the territory and a massive public investment, so to consolidate peace ". This government strategy is based on three pillars:

  1. Support peace, security and reconciliation.
  2. Renew the social contract between the state and the population.
  3. Ensure economic recovery and revival of the productive sectors.

An operational structure (coordination, monitoring and implementation) to monitor these commitments and to advance the implementation of the plan has been established: The Joint Management Committee is co-chaired by the European Union, on behalf of all technical and financial partners. The CDC is the main driver for implementing the RCPCA. Its mission is:

  • Provide strategic directions for the implementation of the RCPCA;
  • Monitor the progress made in the implementation of the RCCPCA and commission independent evaluations;
  • Coordinate, harmonize and align resources for the implementation of the RCPCA;
  • To supervise and exercise overall responsibility for trust funds under this authority;
  • To bring to the attention of the Policy Board the political issues affecting effective implementation of the RCPCA.

The overall objective of the project is to contribute to the smooth functioning of the Joint Steering Committee. The specific objective is to support the European Union in its role as Co-Chair of the Joint Steering Committee.
