The ACP Group has been established in 1975 with the Georgetown Agreement. It is composed by 79 African, Caribbean and Pacific countries. The ACP Group has 4 principal objectives:

1. Sustainable development of its Member-States and their gradual integration into the global economy, which entails making poverty reduction a matter of priority and establishing a new, fairer, and more equitable world order;
2. Coordination of the activities of the ACP Group in the framework of the implementation of ACP-EC Partnership Agreements;
3. Consolidation of unity and solidarity among ACP States, as well as understanding among their peoples;
4. Establishment and consolidation of peace and stability in a free and democratic society.

The ACP Secretariat headquartered in Brussels has as main duty the administrative management of the ACP group. It assists the decision making of the group in order to carry out the final decisions taken by the Group. Key areas of its mandate include monitoring the implementation of the ACP-EU Partnership Agreement, and implementation of the decisions of the main organs of the ACP Group namely the Summit of Heads of State and Government, the Council of Ministers, the Committee of Ambassadors and the ACP Parliamentary Assembly.

The global objective of the present assignment is to provide a basis for a balanced consultation process of the ACP-EU Political Dialogue in the framework of the ACP-EU Cooperation, in order to achieve an inclusive dialogue and consultation process. By looking at the challenges, weaknesses and strengths of the process in the current cooperation, the study also presented guidance and new inputs on the political dialogue process in the successor agreement.

The specific objective is to highlight specific challenges, weaknesses and strengths or successes of the process of political dialogue (article 8) and consultations (article 96) in the current cooperation and use this study as a guidance on the political dialogue process in the successor agreement.
