The 11th EDF National Indicative Program (PIN) for Chad covers the period 2014-2020. The strategic objectives of the EU for this PIN are:

  1. Assist Chad in achieving its development by the sustainable management of its natural resources, including oil, targeting particularly the most vulnerable segments of the population and young people, and more disadvantaged areas in terms of socio-economic development.
  2. Contribute to the consolidation of peace and the implementation of reforms for strengthening governance (justice, human rights, participation of civil society and citizens in public life, security, management of public finances).

The 11th EDF NIP for Chad allocates EUR 442 million to three main sectors and supporting measures, according to the following breakdown:

  • Sector 1: Food security, nutrition, rural development
  • Sector 2: Sustainable management of natural resources
  • Sector 3: Consolidation of the Rule of Law
  • Support measures for civil society
  • Support measures for Chad - EU cooperation

To date, seven agreements implementing the 11th EDF NIP of Chad have been signed for a total amount of 194.5 million euro. The first of the agreements to be signed on Chad's 11th EDF PIN is that of the National Authorizing Officer Support Program (PAON). The NAO is responsible for both political and technical functions, including programming, coordination, management and monitoring of the EU's comprehensive national cooperation program, as well as operational aspects of the implementation, EU support and dialogue with civil society.

The overall objective of the mission is to contribute to the effective and efficient implementation of EDF financing in Chad and the Government's Sustainable Development and Poverty Reduction objectives.

The specific objective of the mission is to provide the various stakeholders of the program with the elements enabling them to situate themselves as to the progress of the program towards the expected results and to take the necessary measures to achieve the objectives.
