The Government of South Africa has set out a long-term development trajectory in the National Development Plan Vision 2030 (NDP), with the aim to improve a public service that promotes a high standard of professional ethics, be developmental, transparent and accountable, and maximises human potential. This is envisaged through:

  • Establishing uniform and high entrance requirements and standards into the public service;
  • Emphasising professionalism, discipline, ethics and commitment to serve;
  • Introducing human resources practices that will enable the state to function more effectively.

To create a capable state that would be at the centre of the developmental vision, the government of South Africa in October 2013 created the National School of Government (NSG). To do this, the NSG seeks to look at the learning methodology that improve performance at the work place and needs to introduce learning programmes to be efficient and responsive to its mandate of training and development thus improved service delivery. The need was expressed for Mentoring & Coaching Programmes.

The global objective of this project is to assist the state in fulfilling its developmental and transformative role, notably through improving service delivery. The specific objectives are:

  1. To develop a coaching programme, administrative system and service for the NSG and ensure the effective management and roll-out of this service to executive managers in the public service.
  2. To develop a mentorship programme, administrative system and service for the NSG and ensure the effective management and roll-out of this service to staff and managers in the public service.

In responding to the specific objectives, consideration was given to the promotion of equal human rights and a gender perspective has been integrated in to the design, development and content of the programmes.
