As an Overseas Countries and Territories of the European Union, Bonaire is eligible for the 11th EDF for the period 2014 - 2020. The programmable resources which the European Union made available to Bonaire for the territorial indicative programme for the period 2014-2020 is EUR 3.9 million.
In the EU response strategy already endorsed by European Commission, the proposed sector of concentration is Youth. Among challenges, receiving increased attention in Bonaire is Technical and Vocational Education and Training (TVET), in view of the difficulties faced by many young people in finding employment.
The programme, which was proposed for funding under the 11th EDF includes an assessment of the current Technical and Vocational Education and Training (TVET) curricula and facilities, the implementation of policies to improve TVET inclusive of the construction of new facilities for vocational training and sports and access roads to the premises. The new facilities are intended to serve to create opportunities for Bonaire's youths to improve their abilities to access better jobs and to enhance their participation in Bonaire's economy and social life.
The budget support modality proposed aims to enhance the development and implementation of the new Youth Policy, and to create opportunities for Bonaire's young people to improve their abilities, attain a higher standard of living, gain access to better jobs and achieve enhanced participation in Bonaire's economy and social life.

The objective of this assignment is to provide Technical Assistance to the Bonaire Government in the formulation and finalisation of the programming of the OCTs 11th EDF territorial allocation in favour of Bonaire.
