Evaluation and Monitoring

Area: Subsaharan Africa
Country: Guinea Bissau
Period: 2019
Client: EC - EuropeAid
Framework contract: FWC SIEA - LOT 4: Human Development and Safety Net
Amount: € 71.560

The Integrated Programme for Maternal and Child Health (PIMI II) is the second phase of EU support in the sector and started in the second half of 2017 for a duration of 4 years. The previous phase (PIMI I) lasted 4 years, from 2013 to 2016.

The overall objective of the programme is to contribute to the reduction of maternal, neonatal and infant and child mortality rates in all health regions of Guinea Bissau.

The specific objective is to ensure better access to quality basic health care for pregnant women and children under 5 years of age in all health regions of Guinea Bissau.

The expected results of this action are achieved by continuing to stimulate the supply and demand for IHI (High Impact Interventions) for maternal and child/juvenile care, while at the same time ensuring the quality of care, good management and availability of the necessary drugs and medical materials. IHIs include the adoption by families and communities of Essential Family Practices (EFPs) and the provision of a Minimum Package and a Full Package at several levels: community, health centers and regional hospitals.

The expected results are :

  1. Essential medicines and medical equipment are permanently available;
  2. Demand for health services offering IHI (High Impact Interventions) is increased;
  3. The 16 Essential Family Practices (EFPs) are adopted;
  4. Health structures provide individual clinical care ;
  5. The coordination and resource management of health structures are improved.
  6. The action to be evaluated is "Continued support for the Integrated Mother and Child Health Programme (PIMI II) in Guinea Bissau". The amount is € 22,700,000 and the implementation period is from June 2017 to June 2021. All 11-health regions of the country are subject to this mid-term evaluation.
