This project aimed at the development and implementation of a methodological proposal for the technological upgrading, strengthening and capacity building to facilitate the consolidation of the Forestry Sector, Protected Areas and Wildlife (SFAPVS) focused on territorial management and differentiated by target groups.

This requires a common base forming structure which answers the specific needs of the sector institutions and integrate and complement the consolidation of SFAPVS; achieving this requires effective coordination with these institutions and in particular with the MOSEF Project (Forest Sector Modernisation).

The first step was to develop a diagnostic of formation requests that identify and prioritize the technical requirements of the staff in the forestry sector, protected areas and wildlife (at least 750 employees). Once the diagnosis was set, the education plan has been developed and launched online and classroom training courses were implemented.

Methodologically a guide-line based on skills development was proposed, which derived from experiential training and not from the accumulation of knowledge.

The 75% of the training took place in virtual form on a free software platform allowing synchronous and asynchronous communication, team working, discussion, monitoring and evaluation of students and teachers. The commitment to virtual training stems from the importance of its multifunctional role as a learning and communication tool and the importance of digital transformation of the public administrations.

General objective: support the formation and development process, as an alternative and innovative realization of human talent for the forestry sector, protected areas and wildlife (SFAPVS) of Honduras, integrating sectoral institutions in the consolidation process.

The specific objectives were:

  • Developing a common base forming structure to integrate and complement the consolidation of SFAPVS in order to meet a specific requirement of technical institutions and areas, with an attention to the territorial management issue in forest areas, protected areas and wildlife, by giving prority to the central technical staff and regional and local offices of the ICF, municipal governments in the pilot area of MOSEF and the public and private sector institutions;
  • The common reference training is concretized through a range of thematic modules of choice according to different vocations and certified training courses and certificates nationally recognized at institutional level for the beneficiaries (technical staff of central / regional / local ICF, cadastre municipal technical staff, private technicians whose function is assigned as qualified and forestry groups / organizations receiving basic MOSEF grants.
