The Republic of Turkey's Transport Operational Programme (TOP) for the programming period 2007-2013 is currently under implementation, co-financed by the European Union in accordance with the provisions of the Instrument for Pre-accession (IPA). The main focus of the TOP is to improve the transportation infrastructure considering safety and intermodality on future Trans-European Network - Transport, while maintaining an efficient and a balanced transportation system.

The designated Operating Structure for the TOP is the Ministry of Transport, Maritime Affairs and Communications (MoTMC). Since 2012, the Department for European Union Investments (EUID) within MoTMC is the institution having conferred management authority for implementation of the TOP.

The TOP identified the following priority axes:

  1. Priority 1: Improvement of railway infrastructure
  2. Priority 2: Improvement of port infrastructure
  3. Priority 3: Technical Assistance to support these priorities

The overall objective of the operation is to ensure the successful achievement of objectives of the TOP to Turkey.

The specific objective is to strengthen operational capacity of the EUID through the provision of dedicated training, and to provide expert support to facilitate the discharge of EUID's management obligations relating to procurement and implementation of TOP projects.
