Infrastructure (energy, water, transport and ICT) is a key driver for socio-economic growth and job creation in developing countries. Over the last 10 years, the European Commission allocated some €10 billion for infrastructure development cooperation with a focus on Africa, implemented at national, regional and continental level through a variety of instruments.

In 2015, the European Commission launched its new Results Framework (RF) for the EU's development cooperation. This framework is strengthening the European Commission's ability to monitor and report on the results that are achieved through EC cooperation with partner countries. The purpose is to demonstrate how EC funding contributes to achieving the agreed objectives.

The measuring of 'Results Framework Indicators (RFI27)" formed the basis for this assignment. It related to the specific RFI Indicator 27 in the road transport sector defined as "Number of people with access to all-season roads constructed/rehabilitated/maintained with EU support" and is measured as the proportion of people who live within 2 km (equivalent to about a 20-minute walk) of an all-season road.

The global objective of the assignment was to contribute the European Commission's strategic approach to results measurement in development cooperation. The specific objectives have been:

  1. to demonstrate the impact of European Commission's support to the road transport sector in developing cooperation regarding construction, rehabilitation and maintenance of road networks.
  2. to specifically contribute to results measurement and methodology development on RFI27 regarding the "Number of people with access to all-season roads constructed/rehabilitated/maintained with EU support"
