In Lebanon, the security of the Beirut International Airport (BIA) is under the responsibility of different institutions, among which the Lebanese Armed Forces, the Ministry of Interior and the Ministry of Public Works and Transport. These institutions have expressed interest in benefiting from technical support to enhancing the level of training of their staff.

The EU has committed itself to assist the Lebanese authorities in modernizing civil aviation authorities and intended to identify the various modalities for bringing assistance to the Lebanese authorities in the field of civil aviation according to the various potential outcomes of the Lebanese internal debate about the future of civil aviation authorities. Concerning technical assistance, the "twinning" modality was used.

The overall objective of the assignment is to enhance the safety and security levels at the Beirut International Airport (BIA) by providing adequate institutional, organisational and technical support.

The specific objective of this assignment is to identify and formulate a project to support civil aviation authorities in Lebanon under the modality of a twinning between these authorities and their counterpart of an EU Member State.
