The project has been identified as a regional development pilot project for the Minsk region within the EU programme "Support to regional and local development in Belarus" (RELOAD programme). The RELOAD programme aims to affirm the role of regional and local communities in Belarus and stimulate regional growth, support national regional development efforts with bright examples, efficient pilot projects and strong local-level initiatives. The Minsk Region Sustainable Development Strategy 2016-2025 has been developed within the RELOAD programme and identified the development of preschool infrastructure and innovative use of Public-Private Partnerships (PPP) as one of the key strategic priorities of the Minsk region.

The global objective of this assignment is to provide the Public Private Partnership Unit (PPP Unit) of the National Agency of Investments and Privatization and the Minsk Region Executive Committee (Minsk REC) with a feasibility study for the Public-Private Partnership pilot project "Construction of Preschool Institutions (Kindergartens) in Minsk region" in view of improving the social infrastructure of the Minsk region and promote regional development in Belarus. The specific objectives are:

  1. To perform the organizational and legal project evaluation, elaboration of the most effective legal forms and project schemes based on a detailed analysis of the existing Belarusian legislation.
  2. To conduct the financial evaluation of the project (capital expenditure - CAPEX) and operational expenditure -OPEX), including developing the most effective scheme of project funding based on the public-private partnership principles.
  3. To conduct technical evaluation of the existing project design and estimate documentation and present recommendations for possible improvement based on best international practices, in close coordination with the proposed financial modelling.
  4. To develop the specific mechanism of implementation of the project that can be replicated for other regions of Belarus.
