The European Union has selected 'Secondary Education and Vocational Education and Training' as a new focal sector for the 2014-2020 National Indicative Programme (NIP) - 11th European Development Fund (EDF) for Malawi. Two programmes have so far been developed under this focal sector: Improving Secondary Education in Malawi (ISEM) and Skills and Technical Education Programme (STEP). Through the STEP, the EU is supporting Technical, Entrepreneurial and Vocational Education and Training (TEVET). The objective of this programme is to empower the TEVET sector; to improve the efficiency and effectiveness of the system to respond to labour market needs; and to satisfy the economy’s need for skilled artisans and technicians.

Following the Financing Agreement signed between the European Union and the Republic of Malawi, a detailed identification and assessment of the specific needs of TEVET training centres in terms of equipment and rehabilitation has been carried out. A total of 28 sites were identified.

The overall objective of this assignment is to assist the Contracting Authority and the Programme Supervisor in the supervision of supply, delivery and installation of quality workshop equipment and rehabilitation and construction of TEVET centers located throughout the three main regions of the country.

The specific objectives of this assignment are to:

  • Ensuring that supplies are delivered, installed and commissioned according to the stated quantities and quality as per the technical specs in all the sites.
  • Ensure that the works correspond to the requirements for the equipment and that equipment is properly installed and functioning.
  • Supervise rehabilitation and construction works in sites to ensure that works are carried out in accordance with technical standards as specified in the contract documents and according to sound engineering standards and practices, all to the satisfaction of the Supervisor and the Contracting Authority.
