The European Union is one of the world's leading players in supporting peace and sustainable development in Chad. EU support to Chad's internal security under the 11th EDF is mainly in the area of the management and reform of the internal security system advocated by the National Homeland Security Plan – SINP. The aim is to respond to the issues of improving the governance of the internal security sector, strengthening the response capacity of the Internal Security Forces (ISF) to the priority needs of internal security and the development of an offer of internal security centered on the expectations of the population and improving relations between GUFs and citizens. Thus, the project to support the improvement of internal security in Chad (PAASIT) was adopted in October 2016. The third axis, PAASIT, focuses on improving the link between GUF and the population through the ISPs' improvement of public security and police provision of daily life, the increase of internal and external accountability of the staff of the GUFs, the awareness of the population of matters related to internal security and its direct/indirect (through local security governance representatives) participation to reduce insecurity.
The overall objective of this mission is to help reduce and dispel the general climate of impunity and insecurity by providing security as a quality public good that meets the needs of all citizens.
The Specific Objective is to improve the governance of internal security, the skills of the internal security force staff members and the relations between the population and the GUFs. In particular, by the end of the mission to have the elements in place for an objective choice of sites for support to local governance (PAASIT result 3.1) and for support to the units of the ISPs in charge of the daily security of the community (PAASIT result 3.2).
