The Uganda National Roads Authority (UNRA) is responsible for managing, maintaining and developing the national road network across Uganda. UNRA’s mission is 'to develop and maintain a national road network that is responsive to the economic development needs of Uganda, to the safety of all road users, and to the environmental sustainability of the national roads corridors'.

The European Union supports this mission and therefore provided the services of a multi-disciplinary team of specialist consultants to review the detailed design and bidding documents and provide assistance in tender evaluation for the Upgrading of Atiak – Laropi Road to Paved Standard.

Atiak - Laropi road is a 66 km gravel road that forms part of the regional, national and international route connecting the remote northwestern region of Uganda and Southern Sudan to the Ugandan capital, Kampala, via the regional capital at Gulu. The upgrading project will contribute to improving road transportation and trade facilitation along the above-mentioned corridor and improving transport services and agricultural productivity by connecting the remote and disadvantaged districts to the main road network.

The project is part of a wider programme – Development Initiative for Northern Uganda (DINU), funded by the European Commission, and is of utmost importance to increase trade of commodities within the region, within the country, and with neighboring countries thorough the improvement of transport infrastructures.

The detailed design for the upgrading works for Atiak- Laropi road (66 km) to paved standard were carried out in 2008. The detailed design and bidding documents were recently updated by UNRA in April 2017. This review aimed at informing the stakeholders on the correctness, buildability and suitability of the designed road and the correctness of the bidding documents.

The global objective of the assignment is therefore to undertake the review of the detailed design and bidding documents for the Atiak- Laropi road upgrading project and providing assistance in tender evaluation of the supervision and works contracts.

The specific objectives for this assignment are:

  1. Verify the correctness, buildability and suitability of the detailed design;
  2. Verify the correctness of the supervision and works bidding documents, and;
  3. Provide assistance in tender evaluation of the supervision and works contracts.
