The Financing Agreement for the Sector Budget Support (SBS) “Support to the Implementation of the Transport Sector Strategy of Ukraine” was signed on 21 December 2009.

The overall objective of the Sector Budget Support "Support to the Implementation of the Transport Sector Strategy of Ukraine" operation is to contribute to the achievement of the national priorities in the transport sector and to reinforce Ukraine-EU cooperation by addressing the priorities of the Ukraine-EU Association Agenda and other Ukraine-EU agreements in the transport sector.

The specific objectives of the SBS operation, which comply with the Ukrainian long term priorities in the transport sector, is as follows:

• to support the implementation of the institutional reforms in the transport sector in Ukraine;
• to contribute to further legal approximation and alignment of Ukraine to the EU and international norms and standards in the transport sector and to the integration of Ukraine into the EU transport systems;
• to contribute to the improvement of transport infrastructure development of Ukraine.

Expected results and Main activities of the "Support to the Implementation of the Transport Sector Strategy of Ukraine"

1. Result 1: The implementation of the institutional reforms in the transport sector of Ukraine is well advanced
2. Result 2: The safety and security in the transport sector of Ukraine is improved
3. Result 3: The conditions of the transport infrastructure development are improved
4. Result 4: The movement of the transport flows through Ukraine is improved
5. Result 5: The administrative capacity to develop and implement the national transport strategy is improved

The total budget of the SBS operation was EUR 65 million.

This assignment envisaged the design for an Evaluation of "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine". The purpose of this evaluation was to provide evidence on the extent to which SBS has contributed to the achievement of its intended objectives.

The global objective of the evaluation was to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.
