The Public Prosecutor’s Office (PPO) is an autonomous state authority in charge of prosecution of perpetrators in criminal and other punishable acts determined by law. The Public Prosecutor’s Office performs its functions on the basis of and within the limits set by the Constitution of Macedonia and relevant laws.
With the new Law on Criminal Procedure (from December 2013) which modified the criminal justice from an inquisitorial to an adversarial system, the PPO’s powers were significantly expanded. The reform introduced radical novelties raising inter-institutional tensions between investigative, prosecutorial, defense and judiciary actors, and requiring adjustment of the entire system.
However, the implementation of the new legal powers raised the need to make reconstruction and improvement of the overall capacity of the Public Prosecutor’s offices.
The Global objective of the present assignment is to contribute of improving the overall conditions of judicial institutions in the country, to a more effective justice sector reforms in line with EU and international standards.
The specific objective is preparation of Need Assessment and Technical documentation including tender dossier and detail design for future works contract, for possible construction/reconstruction of PPO’s countrywide, to facilitate the tendering and evaluation process by assisting the Contracting Authority with the preparation of responses to technical clarifications requested by potential tenders and as to provide technical expertise to the Evaluation Committee.
