The general objective of the 11th EDF SAN program "Food and Nutrition Security" is to promote the socio-economic development of Chad by reducing malnutrition. The specific objective of the SAN is to contribute to a significant reduction in the prevalence of chronic malnutrition in Chad. With a financial allocation of EUR 156 million over 5 years, this action will support the government's efforts to favor a multidimensional and multi-sectoral approach to medium and long-term development, the latter articulated with the humanitarian response with a view to strengthening resilience. The project articulates a multisectoral political dialogue with 6 areas of leveraging investments in food security and nutrition, following a logic of local development. A limited number of the regions mostly affected by stunting are targeted by:

  • Support for the sustainable and diversified increase in food production declined in (i) control of water resources ('hydro-agricultural' component), (ii) better structuring of agro-sylvo-pastoral sectors (component 'sectors') and (iii) support for a process of opening up markets and production basins with high potential;
  • Strengthening (iv) the health system, including the adoption of good family practices of food and hygiene (health / nutrition component) and community health and (v) improve the access to drinking water, hygiene and sanitation, especially in epidemiological settings;
  • (vi) Governance of food security and nutrition.

Three regional clusters to focus the actions were selected because of their high concentration of chronically malnourished population, namely Ouaddaï / Wadi Fira in the eastern Sahel, Guéra in the mountainous region of the center of the country and the Tandjilé / Western Logone in southwestern Sudan.

The expected results of the SAN program are the following:

  1. Sector governance and budgeting are strengthened;
  2. Levels of food insecurity and chronic malnutrition among targeted vulnerable populations are significantly reduced in the three geographical clusters severely affected by chronic malnutrition.

The overall objective of this mission is to contribute to the operationalization of the financing agreement for the SAN 11th EDF project. The specific objective is to ensure rapid, effective and efficient implementation of the SAN program's start-up activities, through support to the sectoral components of the project, articulated with transversal support to the national coordination.
