On 24 June 2014, Ministers from the EU Member States agreed to grant EU candidate status to Albania. Albania adopted the National Plan for European Integration 2014-2020 (NPEI) in October 2014. By adopting the NPEI, Albania adopted a medium-term plan fitting its new stage in the integration process.

One of the major challenges is to organize sufficient resources for much needed investments in infrastructure networks (energy, transport, water and environment and social infrastructure) taking into consideration mitigation measures for climate change in order to shift to a low-carbon and climate resilient development direction and to create the conditions for the growth of the private sector and development of trade.

The overall objective of the assignment of which this contract is a part is to strengthen the capacity and accountability of the Albanian administration to guarantee a sustainable role of Government of Albania in designing and implementing sector progammes and major infrastructure projects toward the improvement of connectivity within the country and the Western Balkan Region and in preparation for EU membership.

The specific objective is assessment of needs, identification of the scope, and preparation of the Terms of References and Tender dossier for the Technical Assistance (TA) related to the Infrastructure Project Preparation and Capacity Building Facility foreseen under IPA 2015 programme for Albania.

The beneficiary institutions include: Strategic Planning Unit in the Prime Minister's Office/ Department of Developing Programming, Financing and Foreign Aid, National IPA Coordinator office, line Ministries and Implementing Agencies dealing with major investments in infrastructure projects for the sectors of Transport (Roads, Rail, Maritime), Environment, Energy, Regional Development, Education, Social inclusion and employment, Regional development Agencies, Major Municipalities.

The Technical Assistance was summarized under the following interlinked headings: Fill the gaps and need to support the capacities in line ministries, municipalities, agencies in helping them on how to manage a project from planning, through implementation to monitoring through coaching, on-the job methods, tools etc.
