Morocco is engaged in a process of standardizing its legal and institutional framework with the EU-law, particularly in the field of Transport and Water. Thus, the chapter "Transport and Infrastructure" of the EU-Morocco Action Plan 2013-2017 for the implementation of the Advanced Status (hereinafter PASA) provides for the implementation of a "national transport and infrastructure policy through the implementation of a quality, efficient, competitive and sustainable transport system ", notably via" promoting the approximation of regulatory and legislative frameworks with European and international transport standards ". The two sectors Civil Aviation and Road Safety are the subject of specific proposals introduced in their sectoral strategy. Water is also an important issue for the PASA, which provides in its chapter "Water and Environment" for the implementation of the national water strategy with a view to consolidating the achievements and ensuring the integrated management of water resources.

The three sectors benefit from a Sectorial Indicative Action Plan "SIAP" to define the scope and pace of the process of regulatory convergence in an identified sector. SIAP provides, among other things, for gap and impact studies.

The present technical assistance project aims to carry out gap and impact studies planned by the SIAP in order to reinforce the dynamics of the convergence process in each of the targeted sectors and even beyond the perimeters provided by the SIAP.

The overall objective of the project is to contribute to bringing up to standard the legal and institutional framework in the three sectors : road safety, civil aviation, water, with a view to a closer alignment towards the requirements of the EU-law  and the good EU practices. The specific objectives are:

Civil aviation sector

  • Evaluate the impact based on the recommendations made to strengthen the convergence process in the sector
  • Anticipate and present the socio-economic consequences of the proposed legislation, with particular attention to the social, environmental and economic aspects.
  • The study will also examine the administrative load of the proposed measures in the framework of the gap study and a quantitative estimation of the costs for the national economy, of the proposed recommendation or regulation. This will entail among others, the costs that private companies will bear.
  • Based on the results of the impact study, propose technical, administrative and financial measures to facilitate the implementation and meanwhile keep a high level of convergence with the EU standards and good practices.

Water sector

  • Evaluate impact based on the recommendations made by the gap study carried out as part of the support mission to the Program Support Unit (CAP) - "Succeeding the Advanced Status" SAS.

Road Safety Sector

  • Evaluate the gap between Moroccan law and European requirements and good practices in the sector and make prioritized recommendations to reduce or eliminate the gap.

To assess the impact of the recommendations made by the study of the gap between Moroccan law and European requirements and good practices in the sector. The overall objective of the project is to contribute to the upgrading of the legal and institutional framework in the three sectors concerned, bringing the requirements of the EU acquis and European good practice closer together.

The specific objectives of the project are:

• for the civil aviation sector is the impact assessment based on recommendations to strengthen the process of convergence in the sector

• for the water sector is impact assessment based on the recommendations made by the gap study carried out as part of the CAP-RSA support mission
