Final Evaluation of the Trade and Transport Facilitation (TTF) Programme

Sector:
Evaluation and Monitoring
Infrastructure engineering

Area: Mediterranean and Middle East
Country: Jordan
Period: 2018
Client: EC - EuropeAid
Framework contract: FWC BENEF 2013 - LOT 2: Transport and Infrastructures
Amount: € 75 178

The overall objective of the Trade and Transport Facilitation Programme (TTF) was to contribute to Jordan’s integration into the global economy by reducing trade-related costs and developing a multi-modal transport sector that maximises efficiency, is environmentally sustainable and improves exporters.

The programme built on and supported initiatives from the National Committee for Facilitation of Trade and Transport (NCFTT) to improve the competitiveness of Jordanian exports.  Through an enhanced dialogue between the Jordanian Administration and the trading community, the aim was to develop a more supportive environment in the areas of trade, customs and transport.

With regard to border points and customs facilities, the programme aimed at improving existing services through better collaboration between agencies and other entities involved in border inspections and customs procedures. This includes initiatives to improve border-crossing infrastructure at the port of Aqaba, which accounts for some 70% of Jordan’s trade imports, and inland border crossings especially with Syria, Saudi Arabia and Iraq. The expected results of the programme, sub-divided into Project Support and Budgetary Support, cover the following main areas:

A.            Institutional Capacity Building

B.            Improved Customs Procedures, practices and infrastructure at border crossings.

C.            Improved Transport Infrastructure and private sector participation

The purpose of the evaluation is to provide an assessment of achievements, quality and results of the interventions carried out within the framework of the TTF Programme.
