The project to be evaluated concerns the rehabilitation of the Passi-Sokone road over a length of about 25km and is included in the PES Priority Action Plan (PAP 2014-2018), with a strong societal and environmental component for security, but also the well-being of the local populations. This section is located on the Dakar Banjul route and is part of the coastal corridor. The works contract was carried out from February 2015 to October 2016, followed by a contract for monitoring and control of works and additional actions to raise awareness of road safety.

The overall objective of the project is to contribute to the economic and social development of Senegal and to the reduction of poverty by the sustainable improvement of the functioning of the transport sector. The specific objectives are:

a.       Contribute to the establishment and sustainability of a road network in good condition;

b.       Contribute to reducing costs and transportation times for goods and people.

The expected results are:

1.       The upgrading of the Passi-Sokone section (about 25km), and more generally, the improvement of traffic conditions on the Kaolack Banjul axis;

2.       Changes in road safety behavior and increased awareness of the impact of abnormal practices on the cost of transport.

Environmental, social, gender and governance actions have been addressed in the following complementary actions:

-          compliance with environmental measures in the context of the works;

-          sensitization of the populations and employees of companies on the risks related to sexually transmitted diseases;

-          communication actions on road safety;

-          a plea for a reduction of abnormal practices on the roads.

The present evaluation mission provided a comprehensive and independent analysis of the performance of the Passi-Sokone road rehabilitation project. Particular attention was given to the results compared to the initial objectives set for the project.
