According to the National Strategy for Poverty Reduction, Chad needs an efficient transport sector in order to reduce its poverty. In this context the EU and the Government of Chad co-financed the project FED/2011/022661 “Transport Sector Policy Support”, for an estimated total budget of 111.3 million euro, which began on December 2011; the implementation period of the project’s operational activities shall be completed by December 2016. The project has two overall objectives:

Component 2 includes the asphalting works with bilayer coating materials of the Sarh-Kyabé road, the finance control and other support activities related to the works.
The main activities, including the asphalting works of the Sarh-Kyabé road, started during the first months of 2013.
One of the main monitoring and evaluation tool of the project is the Logical Framework, which summarizes the features of the Objectively Verifiable Indicators (OVIs) of each project’s objective; there have been identified 23 OVIs. In particular, the final project evaluation involves a comparison between the OVIs values at the beginning and the OVIs reached at the end of the project. The goal of the mission is to identify the value of the “t0” - OVI at the beginning of the project.
